Planning Board Minutes 09/13/04
                Minutes of the September 13, 2004 Meeting of the Greenfield Planning Board

The meeting opened at 7:00 p.m. with members Cernota, Marshall, O’Connell, Rainier and alternate Carrara in attendance.  Bob Marshall chaired the meeting.  Minutes of 8/23 were read and approved with the following change:  last line, 1st page to read “requirements is installing a culvert of sufficient size.”  Minutes of 8/30 were read and approved.  Minutes of 9/08 were read and approved.

Bob went over the agenda and passed out drafts of items to be discussed.  Dario sat in for Marilyn Fletcher.

Mail Items Received:

·       Deb sent a packet of on growth control information from surrounding towns.
·       Two letters from the ZBA on Lakotah Realty Trust.  One copy was a letter to Mr. Horne concerning a hearing on 9/08.  The second copy was a letter to Mr. Horne that since he did not appear at the hearing, the case was considered closed.
·       Selectmen’s meeting minutes from 8/19 and 8/26.
·       A signed copy of the Colburn subdivision and receipt of a check for $659 incurred on the subdivision.
·       For our information from the ZBA we received copies of Guidelines for Filing an Application for Appeal as well as Instructions to Applicants Appealing to the Board of Adjustment.
·       A letter from Crotched Mountain concerning a survey of their campus lighting they are having done.  We will receive a copy of this report.
·       A schedule for Carol Ogilvie to meet with prospective subdivision candidates which should be the 4th Monday of the month from 5 pm – 7 pm.
·       Notice of GIS & DPS Training from the UNH Coop Ext on 9/27/04.
·       Notice of the State of NH Office of Energy & Planning Fall Conference for Planning & ZBA members.
·       A letter and brochure from Comprehensive Environmental Incorporated.

Meeting with Mr. Haithcock of White Pine Builders:

Mr. Haithcock met with the board and presented us with a Proposal for Greenfield Planning Board.  He asks that we recommend to the Building Department that a permit be issued so that he can build a house on lot R9-3-1.  He wants us to confirm that the 40 acre lot is deemed a conforming lot.  He has met with the DOT and Mr. Leishman of the railroad who have agreed that he can have a crossing over the tracks.  There is no frontage on Forest Road but he would like to put in either a right of way through lots R9-3-3 and R9-3-4 or annex 60 feet of frontage from R9-3-3.  The board voted unanimously that this lot is a non-conforming lot, although it is a lot of record, and needs to go to the ZBA.

Hearing for Changes or Additions to the Zoning Regulations:

On September 27 we will hold a hearing at 7:30 p.m. on changes to the Zoning Regulations which we hope to place on the November ballot for the town to vote on.  The two items to be discussed are a Steep Slopes Ordinance and changes to Section III. Districts.  We made slight revisions to the drafts and agreed that these were ready to be presented to the public.  

Hearing for Changes or Additions to the Subdivision Regulations:

On October 18 at 7:30 p.m. we will hold a hearing on changing the Rules of Procedure for the Greenfield NH Planning Board as well as adding an ordinance on Driveway Regulations.  The proposed lot dimensioning ordinance needs more study and has been tabled until a future date.  After minor changes the board agreed that these were ready to be presented to the public.
